A retired teacher Mark Frost, 70 years old, also known as Andrew Tracey has admitted to committing 45 sex offences, including having sex with children in a school store cupboard , car park and at his home.

Frost pleaded guilty to abusing 9 children in Thailand between 2009 and 2012. After hearing about these offences 2 former pupils of a Worcestershire School came forward and disclosed allegations that they were abused by Frost when he was working as an English teacher in the 1980’s and 1990’s. Six of the charges Frost has admitted to relate to these allegations.

One of the victims died before his case was brought to Court, but Frost had admitted to charges relating to the abuse. He admitted having sex with the other victim at his home, which he shared with his adopted son and in a store cupboard at a school. His other offences included taking indecent images, inciting children to engage in sexual activity, indecent assault and multiple rapes. In a statement the victim said, “he has lived in fear everyday following the abuse.”

In 1978 Frost subscribed to the Paedophile Information Exchange, (PIE) an organisation which traded in obscene material. In 1992, he admitted possessing indecent photographs of children and received a fine. In 1993 he was found guilty of allowing his premises to be used for drugs and sex with an underage girl and was jailed for 1 year.

It wasn’t until 1995 that he was banned from teaching. He tried to adopt a son through the Catholic Church in 1986 but was rejected, only later to succeed through the local council. He is now estranged from his adopted son.

Frost was investigated by the Guernsey Police in the early 2000’s in relation to indecent images of children on the internet. After his name was removed from the Sex Offenders Register he moved to Thailand were he abused boys. He was able to skip bail and return to Britain. From Britain, Frost fled to Spain from where he was extradited back to the UK in 2016 when Dutch Police found incriminating web chats on a computer in the Netherlands.

He joined the Scout Organisation in 1967 and reached a senior position but resigned in 1991 before he received his first conviction.

Frost was being investigated by the National Crime Agency (NCA) and authorities in Canada, Thailand, Netherlands and Spain. The NCA believe that he may have assaulted many more children through his career in schools which lasted for 25 years and his involvement with the Scout Organisation.

It has appealed for any more victims to come forward; they may have attended schools were Frost taught in Worcestershire, Hertfordshire and East London or come into contact with him via the Scouts. The hotline for those affected is 0800 3280904.

Yesterday at the Old Bailey, Prosecutor Ruona Iguyovwe said, “Sentence is obviously a matter for the Courts but we would rank it as one of the most serious ones we have come across.” It is likely that he will face many years in jail. He will be sentenced on Thursday 2nd February 2017.
