Portland Young Offenders’ Institution was first opened in 1848. It opened as an adult prison but became a Borstal prison for young people from 1931 to 1983. It then became a Youth Custody Centre before its role as a Young Offenders’ Institution in 1988. The prison still exists in the same location today, where it has been an Adult/Young Offenders’ establishment since 2011.
The Howard League for Penal Reform previously investigated the prison. This prompted people to make claims and 7 former inmates to be awarded compensation. The police have also investigated allegations from a large number of people and 2 officers were dismissed from the Prison Service.
