Report on sexual abuse by headteacher not yet being made public

In previous blogs, we have shared how former headteacher, Neil Foden, who was convicted following allegations of grooming and sexual abuse is now serving 17 years. It has now come to light that there are also allegations dating back four decades. 

During a barrister led investigation, it was found that reports dating back to 2019 were not investigated by the council. Barrister, Geneveive Woods, investigated 2019 as this was when a senior safeguarding officer was made aware of concerns of Foden’s close relationship with some young girls. As no official complaint had been made, he decided that there was no need for a formal investigation. The judge said that this was very concerning, and this could have possibly encouraged Foden to keep abusing. 

This report made by the barrister was created to establish the facts and decide whether procedures had been followed where concerns were raised regarding Foden. This report aimed to include steps for the council to consider and whether lessons should be learned. 

As well as the above, a Child Practice Review (CPR) has also been organised to establish the circumstances of what happened and prevent similar cases in the future. The report made by barrister, Ms Woods, has been shared with the CPR team and it has been said that this will assist them in relation to key events. 

Children’s commissioner for Wales has added ‘by the very nature of these types of reports, we understand there would be a need to seek legal clarification about what can be published – we are reassured that a full copy of the report has been shared with the CPR team.’
